Shape the future workforce of one of Victoria’s most purpose-driven departments  

DEECA is seeking a strategic, people-focused HR practitioner to drive the integration, governance and assurance of DEECA’s Workforce Strategy. In this role, you’ll work across People & Culture and business groups to translate enterprise strategy into coordinated initiatives and local workforce plans—ensuring DEECA is positioned to respond to short, medium and long-term workforce challenges.

You will lead a small team and provide high-quality advice to senior leaders and governance forums, using your strong critical thinking and analytical capability, sound judgement, and the ability to influence and collaborate across a complex organisation.

What you’ll do

  • Lead the integration and governance of the Workforce Strategy, including decision forums, prioritisation, dependency management and escalation pathways.
  • Support the development, implementation, review and refinement of the Workforce Strategy using systems thinking to identify trends, risks and future capability needs.
  • Translate workforce data and insights into clear priorities, roadmaps and investment options for senior decision-makers.
  • Oversee program management including outcomes, benefits measures, evaluation approach, reporting cycles, and risk/issue management.
  • Provide strategic advice and prepare briefings and papers for executives and governance committees (including Board and People Committee).
  • Lead and develop staff, modelling the DEECA Leadership Model and fostering collaboration and co-design.

What we’re looking for

  • Demonstrated impact as a trusted strategic HR/workforce partner, operating at enterprise level and influencing senior stakeholders in a large/complex organisation.
  • Expertise in workforce strategy or strategic workforce initiative design and integration, including connecting enterprise strategy with local workforce planning.
  • Demonstrated ability to coach and develop others
  • Strong systems thinking, data-informed decision-making and the ability to translate insights into compelling options and narratives.
  • Experience establishing governance and evaluation settings for complex, multi-year programs.
  • Strong relationship-building and stakeholder management skills.

Specialist/Technical Expertise/Qualifications

  • Tertiary qualification or equivalent experience in human resource management or a related field is highly desirable.
  • Demonstrated impact as a trusted strategic HR/workforce partner, operating at enterprise level and influencing senior stakeholders.
  • Expertise in workforce strategy design and integration, including connecting enterprise strategy with local workforce planning.
  • Strong systems thinking, data informed decision making and ability to translate insights into compelling options and narratives.
  • Program oversight: ability to set benefits, evaluation standards and governance for complex, multi year programs.

This is a fixed term position available for a period until 30 June 2027. The work location for this position is flexible within Victoria with hybrid work arrangements available.
