Reporting to the Wholesale Markets and Energy Transition Strategy branch, the Senior Policy Officer will work in the Wholesale Markets and Security team to develop and implement policy and regulatory reforms that support the Victorian Government’s objectives for safe, affordable, secure, reliable and sustainable energy. The role will have a strong focus on gas market policy, infrastructure and security of supply, while also contributing to electricity market and broader energy security priorities as required.

The Senior Policy Officer will lead and support complex work across gas transmission, market regulation and infrastructure development. This may include supporting legislation reform and preparing associated advice, analysing gas supply, infrastructure, and pricing proposals, and advising on emerging Victorian and east coast gas market issues. The role will support Victoria's contribution to the implementation of the National Electricity Market (NEM) wholesale market settings review. The role will also monitor and respond to developments from national market bodies and regulators, including the Australian Energy Market Operator (AEMO), Australian Energy Market Commission (AEMC), Australian Energy Regulator (AER) and Australian Competition and Consumer Commission (ACCC). 

The role requires a highly motivated person who can provide timely, evidence-based and strategic policy advice to the Minister for Energy and Resources and senior executives. The successful candidate will be comfortable working with technical, commercial and regulatory material, managing competing priorities and translating complex issues into clear and succinct briefs and presentations.

Well-developed analytical and problem-solving skills, excellent attention to detail, and strong written and verbal communication skills are essential. Experience with the gas market, government policy or regulation environment would be advantageous. The Senior Policy Officer must also build productive and trusted relationships with national energy market bodies, regulators, industry participants, across government agencies and other jurisdictions to progress complex and often time-critical priorities.

Specialist/Technical Expertise/Qualifications

  • Relevant tertiary qualification(s) in engineering, science, law, economics, public policy, or similar (desirable)
  • Experience with the structure of government and its decision-making processes (required)
  • Experience in energy policy (desirable)

This is a fixed term position available for a period of 3 years. The work location for this position is flexible within Victoria with hybrid work arrangements available.
