Co-Senior Manager Water Licensing Policy

The Water Licensing Policy team oversees the framework for granting licences to take and use groundwater and unregulated surface water, as well as associated works approvals and resource management. The team provides timely, strategic and evidence-based policy advice to the Minister, senior executives, licensing delegates and external stakeholders on the planning, management and sustainable use of Victoria’s groundwater and unregulated surface water resources. A key focus of the role is driving improvements to licensing information, policy, systems and processes to support effective resource management and service delivery.
The team’s strategic priorities include delivering the outcomes of Groundwater Management 2030 and implementing broader reforms to water resource management and the water entitlement framework. This includes supporting increased participation and partnership with Traditional Owners in water access, water planning, management and decision-making. To achieve these outcomes, you and your job share partner will lead your team to work collaboratively across government and with key partners, including water corporations with licensing, planning and resource management responsibilities.
Specialist/Technical Expertise/Qualifications
- An appropriate tertiary qualification in science, natural resource management or other relevant disciplines is highly desirable.
- Demonstrated experience in policy development and implementation within the water sector is highly desirable.
This is a fixed term, part time position (0.4 FTE) available until 12 November 2027. The work location for this position is flexible within Victoria with hybrid work arrangements available.
