Manager Compliance Strategy

Reporting to the Program Manager Regulatory Strategy, the Manager Compliance Strategy works within a team of other regulatory specialists that have responsibility for the developed of operational regulatory strategies and will provide strategic advice in the management of emerging compliance issues identified by the Branch’s intelligence team.
The position will provide leadership in maintaining authorised officer capability including the co-ordination of officer appointments under various legislation and relevant data.
You will provide strategic advice and support to the Plants Chemicals and Invasives, and Chief Plant Health Officer branches to deliver effective compliance activities under the Plant Biosecurity Act 2010 including authoritative advice, and consistency and standards for plant health compliance operations and activities across the State. You will also support complex investigations, issuing of infringements and support in the development of legal briefs for prosecution relevant to the Plant Biosecurity Act.
As part of an integrated and flexible business model within the Biosecurity Victoria, you will provide support to other programs, and you will actively participate in biosecurity and agricultural emergency responses as required.
This position is a designated DEECA Authorised Officer position.
Specialist/Technical Expertise/Qualifications

  • An appropriate tertiary degree in Science, Agricultural Science, Natural Resource Management or an
  • equivalent science qualification along with demonstrated experience in a management role.
  • Demonstrated experience and ability to design and manage complex projects from the initiation and project
  • design stage through to final evaluation with an emphasis on achieving a beneficial outcome for the
  • business.
  • Knowledge and experience in leading the application of policies in the development of strategies to drive
  • risk-based, intelligence led regulatory operations including as an authoritative source of strategic advice.  
  • Current Drivers Licence for a motor vehicle
  • Hold a current Applied First Aid Certificate (Level 2 to be completed during probation period)
  • Vaccination against Q fever is recommended

This is an ongoing position. The work location for this position is Bendigo with hybrid work arrangements available.
